No MCQs for next SSC exams

Identifying six possible stages of question paper leak during the ongoing SSC exams, the government is planning to take steps to hold the future SSC exams under a new arrangement.

A question bank would be created for making final question papers on the exam day and those would be distributed among the examinees. There would be no MCQs in the next SSC exams.

This was discussed at a meeting, called by Education Minister Nurul Islam Nahid, at the secretariat on Tuesday (20 February). Home Minister Asaduzaaman Khan, Telecom and ICT Minister Mustafa Jabbar and six secretaries of the ministries concerned took part in the meeting held in the wake of leaks of questions of the ongoing SSC exams.

However, the new arrangement will not be applicable for the upcoming HSC exams scheduled to begin on April 2.

“We hope that we will be able to hold the SSC exams next year under the new arrangement. Everyone at the meeting agreed on creating a question bank to set the question paper,” Sohorab Hossain, secretary of Secondary and Higher Education Division, told reporters after the meeting.

He said they were mulling whether the question papers could be sent to the exam centres through electronic devices.

“We need to develop such a system under which we would not have to print and distribute question papers. Therefore no question of leaking question papers would arise.”

He, however, did not make it clear how the system would be developed.

About the MCQ, he said he had been speaking against the multiple choice question system. Now that the prime minister announced the repeal of MCQ, it would be implemented, said the secretary.

This year, question papers of 11 Secondary School Certificate (SSC) exams were leaked and shared on social media, hours before the exams began.

This has been the largest-ever reported question leak. Educationists and guardians expressed concern, saying that the situation was ruining the education system.

At yesterday’s meeting, six possible stages responsible for question paper leak were identified. The meeting discussed the proposed system required to stop leak of question papers.

One of the places is the BG Press, according to the working paper of the meeting.

The question papers are exposed to more than 250 employees of BG Press during editing, printing and packaging, and it is possible for a group of three to four of them to memorise and leak the questions, it said.

It also said the exam officials at many centres didn’t follow the rules properly to distribute question papers after getting those from the treasuries.

About the new proposals, the working paper said no question would be printed under the new plan. Automated standard questions would be set an hour or two before the beginning of the exams using artificial intelligence on a random basis.

A question bank would be created where questions from all the chapters of a textbook would be kept. This way 20 or 30 or more sets of standard questions would be created, the paper said.

The questions would be sent to the deputy commissioner or upazila nirbahi officer through e-mails an hour or two before the exam. Two officials would be provided with code numbers and the questions would be printed at the upazila level or at the exam centres, it added.
